Beijing, China, 1999: a city and a nation in flux, peeking out on the verge of the millennium and the preparations for the 50th anniversary of the founding of the People’s Republic. Breaking with the conventions of Chinese film and media, Ju An Qi uninhibitedly and confronts directly Beijing’s workers, citizens, pupils and labourers on the street, in public squares, schools, restaurants, beauty parlors, resident buildings and even public washrooms, with a simple question, "Do you think Beijing's wind is strong?".  Every one gives his different reply.
